The Shortest Bill Ever Written Is Also the Dumbest
On March 1, 2023, F-rated Ohio Democrat Sens. Hearcel Craig and Catherine Ingram introduced what may be the world's shortest piece of legislation. It is also arguably the dumbest.
Senate Bill 78 seeks to repeal ORC 9.68, Ohio's preemption law. This would vaporize everything gun rights advocates have fought for over the past 20 years and allow every city, village, and township to enact their own set of firearms laws. That would create a patchwork of confusing and conflicting laws around the state.
This is the text of the bill in its entirety.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. That section 9.68 of the Revised Code is hereby repealed.
The one positive thing I'll say about this bill is that it's a triumph of brevity. So in this spirit, here's my analysis of the legislation:
It is not a serious bill. It would create chaos. It has zero chance of passing.
