ATTN: What Senate leaders, Bob Taft and OSHP bureaucrats don't want you to know

Those who are currently standing in the way of passing true concealed carry reform in Ohio are fond of saying that despite doubling the size of the House version of HB12, the Senate's laundry list of terrible amendments still produced a bill that is "similar to other states' concealed carry laws" - Sen. Doug White.

At the very center of the HB12 battlefield is the issue of allowing citizens defend themselves in their personal vehicles.

OFCC has been warning Senators for months to resist efforts by Taft and the OSHP to restrict self-defense in vehicles, since it would effectively gut the bill. But they chose to put politics ahead of safety.

So do other states restrict carry in a car for CCW license-holders, as Senate leaders have suggested in floor debate?

NO.

In fact, quite to the contrary, 20 states allow a loaded handgun in a car without any license whatsoever (including Kansas, which like OH does not issue licenses).

25 states allow CCW in cars with a CCW license.

Only five states do not allow self-defense in a vehicle for anyone (all five have effective bans on any CCW, not just in cars, and one of the five is, of course, Ohio).

Does not allow carry in car, even with permit (similar to HB12 as passed by
the Senate)

There is NO state that restricts carry in a car to citizens with a recognized concealed carry license. No other state mandates different rules with children in the car.

State allows carry of loaded handgun in car without a CCW license:

• Alaska - No restrictions
• Arizona -holstered in plain view or glove compartment
• Colorado - travelers in private autos may carry concealed in their vehicles
• Delaware - must be carried openly
• Florida - plain view in snapped holster or in a closed container or glove box
• Georgia - visible manner or in glove compartment
• Idaho - in plain view
• Kansas - in plain view, glove compartment, or vehicle storage compartment. (Kansas does not issue a CCW license under any circumstance, but it still allows carry of a loaded handgun in a car. Local entities may restrict such carry, though state law does not.)
• Kentucky - in plain view or in glove compartment
• Louisiana - in plain view or in glove compartment or console
• Mississippi - open or concealed anywhere (glove compartment, console, gym
bag, under seat)
• Montana - in plain view or secured from view but not on your person
• Nevada - in plain view or in glove compartment or console box
• New Mexico - open or concealed anywhere in a private automobile
• North Carolina - in plain view
• Oregon - open in a holster (local law can prohibit this)
• South Carolina - in a closed glove compartment, console box or trunk
• Vermont - no restrictions
• Virginia - many local laws prohibit carry in a car without a license
• Wyoming - in plain sight, on dashboard or on passenger seat.

• Missouri - this state's legislator is returning next month to vote to override a gubernatorial veto on a CCW bill that has overwhelming legislative support
